Answer: Warren Woodruff, of Topeka's Department of Housing & Neighborhood Development, says that department has an emergency repair program designed to help low-income homeowners make repairs involving immediate health or safety problems, such as a nonworking furnace. The homeowner must complete an application and provide proof of income at 60 percent or less of the Topeka median annual family income limit. Assistance of greater than $1,500 requires a mortgage to be filed between the city and homeowner through a deferred loan, which will be partially forgiven. Applications are available at the Cyrus K.
