Hoping to head off what he described as a looming economic disaster, Arkansas City Mayor Wayne Short on Monday lobbied legislators to support a city meatpacking plant's bid to reopen trade with Japanese markets by testing cattle for mad cow disease.

During a House Agriculture Committee hearing, Short spoke in favor of a proposed resolution urging the U.S. Department of Agriculture to overturn its denial last month of a request by Creekstone Farms to test animals at its Arkansas City plant for bovine spongiform encephalitis --- known as BSE, or mad cow disease.
