The Kansas Highway Patrol took a rare moment to celebrate publicly last Monday when many of its members, Superintendent Col. William R. Seck, Gov. Kathleen Sebelius and other state officials gathered at Philip Billard Airport to share some birthday cake and recognize the organization's first 70 years of service.
