Linda Wood says she felt strongly that Topeka should buy an enterprise resource planning software system from Lawson Software instead of SunGard Bi-Tech.

So strongly that when Wood evaluated the two systems in June, she gave SunGard a 60 and Lawson a 100 on a scale of 1 to 100.
