Proposed funding cuts could devastate local agencies that help the poor, the elderly and the physically and mentally challenged, Topeka City Council members were told Tuesday.

Council members during a public hearing on the proposed 2005 city budget heard from about 30 speakers, including about 20 who spoke in support of local social service groups that could face funding cuts.
