Question: It came to my attention as I renewed my vehicle registration recently that a $4 charge, listed as DMV MODERNIZTN, was being levied on the transaction. It was on the registration renewal last year also, but I don't know if the charge was listed prior to 2009. I don't know how many vehicles are registered in the state, but at $4 per vehicle I think it would amount to a pretty good sum. What is the charge for, and how many more years are they going to collect it? -- D.M., Topeka.
