Shawnee County rules halted an effort Monday by Commissioner Marice Kane to appoint Dave Heinemann --- who ran unsuccessfully last year for the seat held by Commissioner Ted Ensley --- to the Shawnee County Planning Commission.
Kane's proposal never came to a vote as County Commission Chairman Vic Miller pointed out Heinemann doesn't live in the district Kane represents.
